Leading innovations in Canadian Open Government practices and Cloud Computing technologies

On September 21st, 2010, the Privacy Commissioner of Canada announced the Open Government Resolution, profoundly changing how agencies are expected to provide information to the public, and how they should interact with them in a more collaborative manner, using Open Data and Web 2.0 technologies to implement new models of E-Democracy.
A framework for these best practices was discussed by the USA's Open Government leader, Beth Noveck, in this address to the Canadian parliament in March 2011.
Beth describes a fundamental transformation: “Beginning the process of creating an open and collaborative culture in the public sector requires a combination of 1) policy; 2) platforms; and 3) projects.“
